Only licensed Class value added Service, Data Communication Network Service (DCNS) and Non Voice Communication Network Services NVCNS Operators holding valid license issued by the Pakistan Telecommunication Authority can install VSAT and Spread Spectrum Technology (SST) radio links.

2.Prior to establishment of the VSAT and Spread spectrum Radio link, the Data Operators are required to obtain permission/site clearance from PTA.

3.The applicant is required to submit proposal comprising of Ten (10) sets whereas each set must contain the following documents:

i.Letter of intent                                                                                       

ii.Application on Prescribed Form                                                           

iii.Detailed Technical Literature of the equipment

iv.Network Plan/Site Plan                                                                          

a.Site Coordinates duly verified by the Survey of Pakistan  or   acquired by commercially available GPS

vi.Undertaking on the company letterhead in original (bearing companyâ??s monogram) that â?? M/S ------------------------- will not use any secrecy device on the communication systemâ?

4. The permission to establish and to maintain the specific radio link will be issued by Radio Based Services section of the Pakistan Telecommunication Authority after obtaining clearance from the concerned quarters.

5.The Spread Spectrum radio links will operate in the deregulated S-band from 2.4735 â?? 2.4835 GHz and from 5.725-5.850 GHz in C-Band. If any company/person likes to avail these services indoor/residence it will not require permission from the Authority. However, if any company/person want to provide these services on commercial basis to potential users for business, the company/person will be required to get necessary site clearance from the Authority.

a.The spread spectrum radio and VSAT links will be point to point or point to multi-point.

b.VSAT and spread spectrum radio links are for data communications only

c.The services shall be permitted to operate on Non Interference Basis. The Pakistan Telecommunication authority reserves the right to cancel the permission in case any interference is caused by operation of the installed radio link.

All VSAT and spread spectrum Radio links will be location specific and no shifting is allowed unless approved by the Authority. A formal application as per above procedure will be initiated for all such shifting.
